Я бы сказал, это слишком вольное употребление термина "кровная месть", или, по крайней мере в этом случае, она не являлась нормой права. Именно потому, что смысл обычая кровной мести - в ограничении насилия путём ограничения круга лиц, имеющих "право" мести. А тут никакого ограничения. Вся толпа может прийти разбираться - с другой такой же толпой, естественно.
